the USC website says they have a JV team. How is this possible when USC doesn't have a division 3 team. is it just a glorified practice squad.

Not sure what the status of that team is actually.... A lot of things suffered from the one year budget cuts surrounding the Mickey Meyer incident. It wouldn't surprise me what happened with that team either way.

I'm pretty sure the JV team was a victim of the budget cuts last season. I'd assume they'll be back this season as long as there are enough players to fill it out.

What are the general requirements to get on the varsity squad? I mean can a person with no hockey experience just do a walk on the team? Does the team also take everybody who tries out or is there a cut list?

Each season the team holds an open tryout...not everyone will make Varsity. A couple players are selected as Varsity alternates and the rest will play for the JV team. Last season was a bit different because of a lack of funding, so there was no JV team. This season I'd be willing to bet there will be.
As for walking on, all you have to do is show up for the tryout (usually held within the first few weeks of school) and if you are good you have just as good a shot as anybody to make the team. Playing for JV isn't a bad gig either, though, because you practice with the Varsity team and injuries do happen so you never know when you'll get called up.
